Biography
Jim Icenhour is a retired Air Force officer and a retired Delta Air Lines captain. He graduated from the U.S. Air Force Academy in 1967 and earned his MBA from the University of Utah in 1976. During his career as a fighter pilot, he flew 195 combat missions in the Vietnam War and twice won the Distinguished Flying Cross. In 1987 he began a second career as an Air Line Pilot flying for both Pan Am and Delta, and he served as an elected officer of the Air Line Pilots Association from 1993 through 2005. Jim is currently in his 16th year of service on the James City County Board of Supervisors, and he is running for re-election to another term this year. He and his wife Linda live in Ford’s Colony. Their older daughter Cheryl is a retired Air Force officer who lives in Brussels, Belgium and works for NATO. Their younger daughter Cynthia lives in Williamsburg and is a teacher in the Williamsburg-James City County school system.
Why are you running for office?
To help keep growth under control and to maintain the unique historical and rural character of our community.
If you are elected, what will be your top priority in office?
To complete negotiations for a new contract for the joint Williamsburg – James City County school district. We are all – taxpayers and students – better off together.
What is the top challenge facing James City County and how would you address it?
The top challenge is controlling growth so it doesn’t have adverse impacts on our community. The average house costs more in services than it generates in tax revenue. I would not vote to approve new residential development unless the developer could provide financial support to help offset the costs of facilities, such as schools, and services, such as fire and police.
How do you work with others you don’t agree with?
For the past eight years our Board has consisted of two Republicans, two Democrats and one Independent. Rarely have we had other than unanimous votes, because we work with each other to make sure that whatever the issue, we are looking out for the best interests of all our citizens. The prime emphasis has been community rather than party.
