Francis Jacobson graduated from Alpha Institute of Communication and Journalism, where he honed his skills in communication and media. He further enriched his expertise by completing several programs at the Hampton Roads Criminal Justice Academy, earning certificates in Basic Jailor training, Court Security, and Civil Processing. Driven by his passion for social justice and public service, he is currently pursuing another degree in Criminal Justice: Corrections and Human Services at Liberty University.

Beyond his professional work, he is the lead pastor of Grace Domicile, a church dedicated to empowering lives through the preaching of the gospel, and humanitarian work. He currently serves as the International Affairs Coordinator for the Apostolic Gathering Fellowship of Churches (AGFC) and is an active member of the National Association for the Advancement of Colored People (NAACP). If you are elected, what will be your top priority in office?

If elected Sheriff, my primary focus will be on implementing innovative technological solutions that do not only improve productivity and efficiency within the Sheriff’s Office but also foster better mental health, communication with the judicial system, and engagement with the community.

By utilizing the latest tools and techniques, we can alleviate some of the burdens on our deputies, and enable them to focus on what matters most – serving and protecting our citizens. In doing so, we can reduce recidivism and criminal activity among young people, which will ultimately result in a safer and more connected community.

What is the top challenge facing modern day law enforcement? If elected, how would you address it?

What is the top challenge facing modern day law enforcement? If elected, how would you address it? The greatest challenge facing modern law enforcement is the lingering suspicion and mistrust between officers and citizens. Incidents of the past have damaged this relationship, and the resulting effect is a ‘us against them’ dynamic that undermines public safety. However, many agencies have successfully shifted this dynamic by investing in consistent professional training and community engagement. If elected Sheriff, my priority would be to foster a ‘us for them’ mentality, building trust through open dialogue, empathetic listening, and transparency.

How should local law enforcement interact with U.S. Immigration and Customs Enforcement?*

The interaction and cooperation between local law enforcement and U.S. Immigration and Customs Enforcement should embody a shared commitment to protect and uphold the Constitution of the United States. Our goal is to promote public safety by maintaining a collaborative relationship that emphasizes mutual respect, understanding, and professionalism. I believe that communication, transparency, and a deep respect for civil rights are essential in fostering trust and cooperation between both agencies. Through a collaborative synergy, we can effectively identify and address threats to our communities while upholding the law and the principles upon which our nation was founded.

How do you work with others you don’t agree with?

I believe that healthy disagreements are an integral part of progress and growth. By engaging with diverse perspectives, we can discover new solutions and promote empathy. My approach is to seek common ground, understand the other person’s point of view, and work collaboratively towards a decision that benefits everyone. This process enhances trust and encourages respect, even when our views differ. I believe that when we focus on the common good, we can accomplish great things together, even amidst disagreement.
