DARE COUNTY, N.C. (WAVY) – The Dare County Sheriff’s Office says a Kill Devil Hills woman is facing serious charges following a child abuse investigation.

Deputies began the investigation on May 23, with the assistance of the Department of Social Services. It led to the arrest of 62-year-old Penny Williams. She has been charged with felony second degree kidnapping and three counts of felony child abuse.

Williams was issued a $150,000 secured bond.

The Sheriff’s Office is still investigating.
