Hearing set for sailor charged in connection to another sailor’s death at Naval Weapons Station Yorktown

NORFOLK, Va. (WAVY) — A U.S. Navy Sailor assigned to Naval Weapons Station Yorktown has formally had charges “preferred” against them in connection to another sailor’s death.

To have charges preferred is the formal completion of a charge sheet in military law. The name of the sailor charged has been identified as Master-at-Arms Second Class Jackson D. Bower, 24.


The victim, Master-at-Arms Third Class Lyndon Joel Cosgriff-Flax, was killed in a boating incident on the York River on April 28, 2024. According to previous coverage, NWS Yorktown was conducting security boat training and familiarization on the York River at the time when a sailor fell overboard.

Bower’s hearing was Thursday and 10 On Your Side’s Chris Horne will have more updates throughout the day.

Bower is accused of negligent homicide in the death of Cosgriff-Flax, making a false official statement and two counts of dereliction of duty.
