VIRGINIA BEACH, Va. (WAVY) — A man was arrested on Thursday in connection with filming child sexual abuse material in Virginia Beach.

According to officials, on Sept. 19, 2024, officers with the Virginia Beach Police Department took a report of illegal filming in the 1600 block of Bay Breeze Drive. Several months later, on June 6, 2025, officers were able to secure an arrest warrant for 49-year-old Steven Gray.

On Thursday, June 12, Gray was arrested and charged with 21 felonies and misdemeanors.

According to court documents, police found out about hidden cameras in Gray’s guest bedroom after a man who was staying in there with his wife found them.

September of last year, a woman and her husband were visiting Virginia Beach for a work conference. When their hotel plans fell through, documents show Steven Gray offered to let them stay in his guest bedroom.

A few days in, court documents show the couple noticed several hidden cameras in the room. One in the alarm clock and another in a bluetooth speaker located in the bathroom. The husband told police he also found a USB drive plugged into the speaker.

Documents showed he and his wife packed their things, collected the drive, and brought it to police. Paperwork shows forensic digital analysis revealed close to 11,000 videos were recorded.

According to court paperwork, “several files on the drive contained videos of exposed breasts, genitalia, and buttocks of an adult male, 2 adult females and 4 juvenile females.”

Gray is listed as “Director-at-Large” for America’s Society of Safety Professionals.

In his position biography, he shares how he “previously volunteered as a coach and board president for Miracle League DFW, a baseball association for children with special needs.”

Gray is expected back in court on August 8, 2025.
