VIRGINIA BEACH, Va. (WAVY) — Police in Virginia Beach have identified the victim of a homicide on Black Duck Court Thursday, as 20-year-old Devin Earl Bell.
Dispatchers say a call for a shooting was received in the area, which is off of Norfolk Avenue, just after 1 p.m.
Police found the male victim on the sidewalk at the scene, and said someone was seen running from the scene in dark clothing. Police are still looking for the suspect.
Friends of the victim who spoke with 10 On Your Side said Bell lived in the neighborhood.
