VIRGINIA BEACH, Va. (WAVY) — For the first time in two months, both governing bodies of Virginia Beach have all their elected seats filled.

The Virginia Beach School Board appointed former city firefighter Mike Mullins to represent the Rose Hall district. It had been vacant since last month, after a judge ruled Joel McDonald no longer lived in the area. 

State law requires school board members to live in the area they represent.

This comes on the heels of two vacancies just filled on city council. 

Voters will have the chance to fill all three seats in a special election in November.
