2 arrested in connection with neglected horses in Suffolk

SUFFOLK, Va. (WAVY) — A Suffolk man and woman have been arrested after an investigation unearthed multiple dead horses and horses suspected of neglect.

Janet G. Aston, 72, and William L. Shelton, 81, were taken into custody Friday on 96 indictments each, including failure to provide care for agricultural animals.


The outstanding indictments stem from an investigation beginning Jan. 26 in the 1200 block of Buckhorn Drive. Officers discovered numerous horses on a property, including 22 horses exhibiting signs of neglect and six deceased horses in varying states of decomposition.

Following the investigation, the horses subject to seizure were relocated and have since been forfeited after civil proceedings.

The animal neglect investigation is being led by the Suffolk Animal Control Division and the Suffolk Commonwealth’s Attorney’s Office.
