PORTSMOUTH, Va. (WAVY) — Investigators with Portsmouth Police are searching for a man in connection to using stolen credit cards and breaking into vehicles.

Chason Ridge Osborne, 27, has brown eyes and hair and has been in seen in the City Park, Park Manor and Port Norfolk neighborhoods.

Some residents in those neighborhoods believe they may be able to help police find him because those residents feel Osborne may be to blame for a string of car break-ins in the area.

“I’ve been here since 2020 and it is at least a monthly occurrence, this month it’s been nightly that someone has been going through our cars,” resident Laura Jackson said.

“It seems like neighbors that have Ring cameras are picking something up almost every night or almost every other night,” another resident Ellen Levin said.

Residents of Glensheelah in Portsmouth say when they saw the Facebook post from Portsmouth Police, asking for help locating Osborne, who is wanted for breaking into vehicles, they were shocked. Neighbors believe they’ve seen him on Doorbell video footage, checking doors. Laura Jackson believes he may have even entered her home.

“We definitely had an intruder we could hear them in our home,” Jackson said, “Someone had definitely been in our house, all lights were on, the cops took a long time to show up, they might’ve caught the person.”

Residents say they believe the crimes are happening in the overnight hours, tips they say they’ve reported to Portsmouth Police who confirmed with 10 On Your Side that the man hasn’t been found.

“Having a unmarked car or a patrol that randomly goes through, especially when it happens night after night, would be extremely helpful,” Jackson said, “The wee hours of the morning we don’t have anybody here even when its a known problem.”

Residents hope someone can be held accountable soon.

“It means they are in your driveway, they could check your front door and it could go further than just car doors and that’s a scary thing actually,” Levin said.

“I’m afraid that they are waiting for this to escalate until there’s an incident where someone gets hurt,” Jackson said.
