‘Innocent Victims’ Portsmouth Police Chief shares ages of 4 shot during graduation party

PORTSMOUTH, Va. (WAVY) — Portsmouth Police Chief Steve Jenkins released the ages of the victims shot during a graduation party.

Portsmouth Public School students from Manor, I.C. Norcom, and Churchland High School graduated on Saturday, June 7, 2025. Several hours later, around 11:45 p.m., police were called for a shooting near the Cavalier Manor Recreation Center. 


10 On Your Side crews reported two large crime scenes: one on Viking Street and another on Henderson Street.

When officers got to the scene of the graduation party, they located four victims — two adults and two teens shot. The victims were transported to the hospital for treatment. 

During Tuesday night’s Portsmouth city council work session, Chief Jenkins said two 16-year-old girls, an 18-year-old man, and a 20-year-old woman were hurt in the shooting.

“That incident started as a graduation party that was attended by mostly high school students celebrating their graduation,” Jenkins did not share which schools were impacted the most.

“Individuals that were either there or approached the party began to shoot firearms, striking at least four, for all intents and purposes, what we can call ‘innocent victims.’ Thankfully, all four of them are expected to make a full recovery, and we’ve been diligently working on that,” said Jenkins.

The shooting investigation officers are now reviewing Ring camera video and interviewing witnesses after the chaotic scene.

“We’ve recanvased that area at least three times finding at least four different calibers of shell casings at the scene, which tells us there were at least four shooters that were there,” said Jenkins.

Chief Jenkins adds that the party included mostly Portsmouth residents, but some were from Chesapeake and Norfolk.

“There was not any adult presence out there, we had individuals ranging from 15 – 22 years of age that was out there at some point.”

The police chief concludes that potential suspects were identified. However, officers need assistance from the public.
