NORFOLK, Va. (WAVY) — Norfolk International Airport contributed approximately $2.2 billion to the economic growth of Coastal Virginia and parts of northeastern North Carolina in 2023, according to a recent economic impact analysis.

The Norfolk Airport Authority commissioned the Dragas Center for Economic Analysis and Policy at Old Dominion University to create the report, marking the first post-pandemic examination of the airport’s economic performance in the greater Hampton Roads region.

By attracting business and tourism, Norfolk International Airport (ORF) not only generates spending at the airport but also fosters broader economic growth in the area.

The Dragas Center evaluated the economic impact of ORF by assessing the number of jobs at the airport, consumer and capital spending there, as well as spending outside of ORF that results from visitors drawn to the region.

In 2023, ORF supported nearly 17,000 local jobs generating approximately $982 million in earnings.

The gross domestic product linked to activities at the airport reached nearly $1.4 billion that year. ORF saw over 4.55 million passengers in 2023, a record that was later surpassed in 2024 with 4.86 million annual travelers. More than 40% of ORF’s passengers come from outside Virginia.

“ORF complements the three pillars of the Hampton Roads economy: national defense, the Port of Virginia, and travel and tourism,” a study from Old Dominion University states. “Now, with the region leaning into key industry clusters, ORF is well positioned to have a significant effect on regional economic development efforts.”

The airport is also planning to expand, potentially create additional revenue. The Concourse A expansion is currently underway and expected to add three new gates and hold rooms, new restrooms and a pet relief area.

This increased capacity will replace existing ground loading facilities and provide gate-connected overnight aircraft parking. The project is expected to be completed in early 2026.
