NORFOLK, Va. (WAVY) – A recent VDOT study recommends against the implementation of toll-free HOV lanes in the Downtown and Midtown tunnels.

The study lists many reasons for its findings, including commercial impacts, traffic congestion and more.

According to VDOT’s study, the Downtown tunnel is already operating as a degraded facility during peak hours, while the Midtown tunnel is nearing capacity limits.

The study goes on to say a toll-free HOV lane would have negative impacts on traffic flow.

The findings also state estimated capital expenditure costs would be between $5 million and $12 million. The operating costs would also be large at an estimated $68 million to $96 million.

The study also says the payment to the Elizabeth River Crossings (ERC) would be between $450 million and $650 million.
