Man guilty of sending explicit texts to child he approached in Norfolk

NORFOLK, Va. (WAVY) – A man who approached a 13-year-old girl on a sidewalk near her home in Norfolk last year and inappropriately touched her will have to register as a sex offender.

Wilfredo Montoya, 54, pleaded guilty last week to felony charges of taking indecent liberties with a minor and using a phone to facilitate offenses against a child.

According to the Norfolk Commonwealth’s Attorney’s Office, Montoya walked up to the girl on Oct. 3, 2024 and asked if she wanted to hold his dog. When he handed her the leash, he inappropriately touched her. He then convinced the girl to give him her phone number by claiming he needed it to contact an adult, a news release states. That same day, Montoya began sending the girl explicit text messages with pornographic images. He asked the girl to send pictures of herself, but she refused.

When the child told her mother about the texts, she called Norfolk Police.

The investigation led to Montoya’s arrest.

On Wednesday, Montoya agreed to plead guilty to one count of each charge, register as a sex offender, and be banned from a one-mile radius of the girl’s home.

“We appreciate the cooperation of the survivor and her mother in helping us to prosecute Mr. Montoya for what he has done and in helping us protect others from his actions,” said Commonwealth’s Attorney Ramin Fatehi.

Montoya is scheduled to be sentenced on June 27.
