NORFOLK, Va. (WAVY) — For days on WAVY-TV 10, the name of the victim in a horrific homicide that took place in the early morning hours of July 20 was not known, and it was referred to as the Brambleton Avenue case.

Days later, family members reached out to 10 On Your Side’s Regina Mobley to let her know Stephanie Branch, 55, a mother and sister, was the Brambleton Avenue victim.

“It’s just not right. We just want justice, ” said Tracy Williams, who grew up with Branch and the rest of her family.

At God’s Prepared Word, a small “storefront church,” a dozen loved ones prepared a book of complaints aimed at Norfolk Police.

“We have not heard anything,” Williams said. “They have not heard anything. And it saddens the family here.”

Frustrated with police, the family launched their own investigation that started with Branch’s last call to her 21-year-old son. She reportedly asked for money via Cash App.

“Oh, I was like, ‘Sent it to Cash App,’ so it was two people in the car with my mom,” said Cedric Williams.

Had the family not done their own investigation, they wouldn’t even know about the bond hearing Tuesday for Steven Lamar Kelly, a man known to the family. He faced a judge on a charge of concealing a dead body.

Loved ones said that, in open court, a prosecutor described the last horrific moments of Branch’s life.

10 On Your Side sent a number of questions to Norfolk Police and the Commonwealth’s Attorney. Wednesday afternoon, Commonwealth’s Attorney Ramin Fatehi confirmed an oversight on the part of his office and he confirmed Kelly has been charged with concealing Branch’s body.

Norfolk Police early Wednesday evening issued a news release confirming Branch as the victim of a stabbing at 1645 E. Brambleton Ave. 10 On Your Side still awaits a response from police on why the department did not publicly reveal the victim’s name, and why it did not announce that a suspect was in custody for his alleged role in the crime.

Kelly is due in court for an arraignment and bond hearing in September.
