5 injured, 1 seriously after Chesapeake police pursuit ends in crash in Norfolk; 3 arrested had warrants

NORFOLK, Va. (WAVY) — A driver was seriously hurt after they were struck by an SUV that was involved in a police pursuit from Chesapeake into Norfolk on Monday afternoon.

Police say three people inside the suspect vehicle had outstanding warrants.

A Chesapeake police spokesperson said it started near Bainbridge Boulevard and Chesapeake Drive around 5:10 p.m. when officers spotted a silver Ford Explorer SUV with an expired registration. Officers attempted to conduct a traffic stop, but the vehicle fled.

Police initiated a pursuit that led into Norfolk, where the SUV first struck a Hyundai vehicle on Tidewater Drive. The driver of that vehicle wasn’t injured and the Hyundai had minor damage.

The pursuit ended moments later around 5:17 p.m. with a crash at the intersection of Tidewater Drive and East Princess Anne Road. The driver of the suspect vehicle attempted to run a red light but crashed into an occupied Dodge sedan, seriously injuring that driver.

The driver of the suspect vehicle then tried to run away, but was apprehended after a brief foot pursuit, police say. Three other passengers inside were also apprehended by police at the scene after they tried to exit the SUV.

All four people from the suspect vehicle, two men and two women, were taken to local hospitals, but their injuries are not considered serious.

In an updated release on Tuesday afternoon, police said that the driver and two of the passengers in the suspect vehicle had outstanding warrants.

The driver was 25-year-old Terrik Rice of Portsmouth. He was wanted out of Norfolk for failure to appear on a possession of a firearm by a felon charge. He was charged with hit-and-run resulting in serious bodily injury and eluding police, both felonies, after Monday’s chase.

The two passengers with warrants were 24-year-old DeneVian Upshur of Norfolk and 24-year-old Donnisha Goodman of Portsmouth. Upshur had a warrant for a probation violation and Goodman had an outstanding capias warrant.

Police did not shared additional details in the updated release, but said the investigation is ongoing.

They notably shared a copy of their vehicle pursuit policy, which says “the decision to initiate pursuit must be based on the officer’s reasonable belief that the pursued subject presents a clear and present danger to the safety of the public, and the necessity for immediate apprehension outweighs the level of danger created by the pursuit.”

It continues that police must also reevaluate those conditions during the pursuit.
