NEWPORT NEWS, Va. (WAVY) — A 21-year-old man has died after a vehicle crash in Newport News overnight.

According to officials, just before midnight on Sunday, Virginia State Police were dispatched to the eastbound lanes of I-64, just west of Oyster Point Road, for reports of a single-vehicle crash involving an excavator.

A preliminary investigation of the scene found that the 21-year-old driver of a 2010 Chrysler Sebring, later identified as Rishard Bernard Brummell Harvey, was traveling east when he, for unknown reasons at this time, ran off the roadway. Harvey then struck an attenuator and then continued on into the construction area, where the vehicle then struck a parked excavator, troopers said.

Upon striking the excavator, the vehicle caught fire and became fully engulfed in flames, according to troopers. Harvey was unable to exit the vehicle and eventually died due to his injuries at the scene.

Troopers stated that the construction area was not active at the time of the incident.

Hampton University, where Harvey was enrolled as a junior Business Marketing major, released a statement following his death:

We are heartbroken to share that Rishard B. Harvey, 21, a junior Business Marketing major, tragically lost his life in a single-vehicle crash late Sunday night in Newport News.

He was an active member of Hampton University Choirs, the Men’s Caucus, and the National Association of Black Accountants. A proud fan of the L.A. Lakers and Seattle Seahawks, Rishard also found joy in building with Legos – a reflection of his creativity, patience, and playful spirit.

We extend our deepest condolences to his family, friends, and the entire campus community. Rishard’s presence will be deeply missed, and his memory will forever remain in the hearts of those who knew and loved him.

In addition to the statement, HU also stated that the Student Counseling Center and Bereavement Support Program will be available for students and staff.

The crash remains under investigation.
