Judge denies bond to driver in fatal Chesapeake crash

CHESAPEAKE, Va. (WAVY) — A Chesapeake General District Court judge denied bond to the driver in an alleged DUI crash that left one dead.

Travis Bulloch is facing a third DUI offense charge, along with several driving infractions. The commonwealth’s attorney in the case said his office was weighing whether to add a manslaughter charge.

The prosecutor said Bulloch had been drinking at a nearby hotel with friends, on the night of June 10, when he ran the light at Volvo Pkwy and Battlefield Blvd to make a U-turn. An oncoming vehicle slammed into the side of Bulloch’s car.

A rear-seat passenger in Bulloch’s car was killed. A VDOT camera captured the incident, as well as the quick EMS response.

The prosecutor testified that a police officer gave Bulloch a field sobriety test at the hospital that night. He was found to be intoxicated at the time. A search warrant for blood drawn at the hospital has been filed but the sample hasn’t been tested yet.

Bulloch was convicted of DUIs in 2018 and 2024. A 2021 DUI charge was amended down to drunk in public. He had a blood alcohol concentration of .25 at the time of the 2018 incident, and .27 at the time of the 2021 incident, according to the prosecutor.

Bulloch’s attorney had asked for bond with restrictions, including requiring he wear an alcohol monitoring device. The judge ultimately denied the request.

“He’s proven he’s a danger to the community,” the judge said, announcing the order.
