NORFOLK, Va. (WAVY) – Tyli Scott, the man accused of fatally shooting 28-year-old Alexus L. Foreman and abducting 4-year-old Kai Foreman Monday morning, was taken into custody Tuesday morning after Kai was safely located in Virginia Beach.

His arraignment was held in Norfolk court Wednesday in which a judge ordered Scott held without bond. He is scheduled to return to court Monday morning for a bond hearing.

According to court documents, this is not Scott’s first violent incident against Alexus Foreman.

Scott was charged in March 2020 for assault and battery on a family member and strangulation causing wounds and injury, along with three counts of credit card larceny, petit larceny, brandishing a weapon, and destruction of property.

He was issued a $5,000 bond, which was revoked in July 2020 after Scott “had contact with the victim and assaulted and punched her [Alexus Foreman] in the face” and failed to appear in court, according to court docs.

A request for an emergency protective order was filed on July 2020 and May 2021, stating “the respondent [Scott] shall not commit acts of family abuse and criminal offenses that result in injury to person or property.”

In addition, the court docs obtained stated in the emergency protective order that “the respondent shall have no contact of any kind with Foreman, Alexus, Foreman Kai.”

According to court docs, Scott was also prohibited from being in the physical presence of Alexus and Kai.

Scott had to surrender two weapons but court records show he tried to get a girlfriend to buy a weapon for him.

In 2018, Scott went to the house of Sharon Atwater, Alexus Foreman’s grandmother, requesting to speak to Alexus Foreman and threatening the family while brandishing a weapon, according to court docs.

A source tells 10 On Your Side Scott remained a fugitive until early Tuesday morning. That’s when he was traced to an apartment complex in southern Virginia Beach and arrested by the city’s SWAT team.

Norfolk police have not yet confirmed the relationship between Scott and Kai.

Norfolk Commonwealth’s Attorney Ramin Fatehi cannot comment on the current investigation, but he told 10 On Your Side that domestic violence is more likely to turn violent during the summer months.


“My prosecutors and I want is to be present and be available to try and avert these sorts of tragedies. Can anybody who knows someone in an abusive relationship please offer them help. Domestic violence is the most prevalent crime on Earth. It’s the most prevalent crime on Earth is a leading cause of unnatural death of women in the United States,” said Fatehi.
