1 arrested, 1 wanted in fatal Bertie County shooting

BERTIE COUNTY, N.C. (WAVY) — One of two suspects wanted in connection to a fatal shooting at a birthday party in Bertie County was arrested in Franklin.

The Bertie County Sheriff’s Office said Wednesday deputies were looking for 29-year-old Jashawn De’Andre Brown, aka “Southside”, and 28-year-old Tywan Jonshea’ Outlaw, aka “Too-da-loo”.

Police in Franklin said Outlaw was arrested at an apartment in the 300 block of N. College Drive.

The sheriff’s office said deputies obtained a warrant for Outlaw’s arrest on an accessory after-the-fact charge in the shooting death of Rayshon Carter on Jan. 6. 

Deputies responded to a community building in the county following a report of shots fired. Carter was found at the scene suffering from multiple gunshot wounds.

Carter was flown to flown to Greenville, North Carolina, where he later died.

Brown, a member of the Bloods gang, is wanted for murder in Carter’s death. He is considered armed and dangerous and should be approached with extreme caution, according to the sheriff’s office.

The sheriff’s office said Brown is a has prior convictions for violent crimes and outstanding warrants for failure to appear on charges of possession with intent to distribute marijuana and assault by pointing a gun.

Outlaw, who also has prior convictions for violent crimes, was taken to Western Tidewater Regional Jail pending extradition to North Carolina.
