PORTSMOUTH, Va. (WAVY) – Public works of art transform public and private spaces by adding color and meaning, fostering community engagement, and revitalizing neighborhoods. Adding public works of art is happening around the country and right here in Hampton Roads. The 8th annual ViBe Mural Fest wrapped up at the Virginia Beach oceanfront with 10 new murals in 10 days.
