VIRGINIA BEACH, Va. (WAVY) — An 18-year-old and a 19-year-old have been arrested in connection to an accident that killed a 59-year-old bicyclist last Thursday.
On Oct. 8, Virginia Beach Police say they responded to a bicycle-vehicle crash near the intersection of Indian Lakes Boulevard and Halifax Drive just after 8 p.m.
Officers arrived on the scene and found a man on a bicycle who had been hit. The man, later identified as 59-year-old Edward Charles Richardson, died at the scene despite aid from emergency responders.
The driver of the vehicle remained on scene.
The crash initially closed Indian Lakes Boulevard at Halifax Drive, Breezewood Arch and Settlers Park Drive for several hours as authorities investigated the crash.
Following the crash, police arrested 19-year-old Anthony Francis Tempesco and 18-year-old Hallam Alexander Guiler, both of which are from Virginia Beach.

Officials have not yet clarified which of the two was the driver of the vehicle involved in the crash.
The two were charged with racing and causing serious injury or death in connection to the crash. Both are currently being held at the Virginia Beach City Jail.
On Wednesday, Oct. 14, bond was denied for both men.
The victim in the crash, Edward Richardson, lived with his parents in Chesapeake. He would rebuild bikes that were headed to dump.
“Everything he did was bicycles,” said the victim’s father, Clyde Richardson. “He’d ride a unicycle up to Food Lion and carry a bag of groceries back.”
Richardson rode on his beach cruiser eight miles every day to work in Virginia Beach. He was on his bike Thursday night when he was hit.
“He was headed back to his boss’ house where he was going to spend the night,” Richardson said.
Police say Edward Richardson was coming down Indian Lakes Boulevard. Clyde Richardson got a call from police early Thursday morning.
“Eddie had been killed,” the detective told his father. “Hit … with a car and killed and two guys were racing and hit him.”
“You’re numb,” Clyde Richardson said. “You are just numb. We didn’t know what to say or what to do. We are still numb. We don’t know what’s going on.”
Clyde Richardson had a chance to see his son’s bike after the crash.
“It looked like it had been completely run over,” ClydeRichardson added. “The frame was bent, the handlebars were bent, the seat was bent and the tires were bent. Everything was bent. It was unbelievable.”
Tempesco and Guiler made their first court appearances on Friday. They will be back in court for bond hearings Wednesday.
