PORTSMOUTH, Va. (WAVY) — Most people will tell you Arcadia Avenue is a quiet place, but not Sunday night after one person was killed and three others injured in a shooting, according to Portsmouth Police.
“I heard the shooting; I went to look out the door and I saw a lot of police cars. … They were everywhere,” said neighbor Leon Ruffin, who heard the shooting.
Another neighbor, John Windley, called 911 to report the shooting after a victim knocked on his door.
“I called the police because the young man asked me to call 911 because he had been shot, so that is what I did, and the police came,” Windley said.
An investigation is underway after officers were called to the 2900 block of Arcadia Avenue around 9:10 p.m. for the report of multiple gunshot victims, police said.
When they arrived, officers found two men with gunshot wounds. The first victim was taken to a local hospital with life-threatening injuries. The second victim, Remonds Delbridge, 24, was unresponsive and pronounced dead at the scene.
Two additional victims were connected to this incident and received treatment as walk-in patients at a local hospital.
Windley thinks one of those two that got private transportation to hospital was the one who told him to call 911.
“He went back down the road and I saw him get into a car,” Windley said. .. I think they put him in the car, and they drove off.”
An acquaintance who came by the house to visit did not know Delbridge had been killed.
“What? I can’t believe it. Are you sure? He stayed here and bred dogs, expensive dogs,” the acquaintance said.



10 On Your Side’s Deja Parker said that while she was on scene, she saw a body being removed on a stretcher. At least three dogs were also seen being carried out by Animal Control. At 2:45 p.m., Animal Control showed up again, and they all went in the house, but they did not say what they were doing.
Someone told 10 On Your Side that the amount of violence in the area since growing up in the area was unbelievable.
“This whole thing is crazy,” Whidley said. “I don’t know. I never have seen anything since I’ve been here like this.”
At the end of the day, around 5 p.m., Portsmouth Police and Animal Control gathered on the front lawn, talking about the case and figuring out exactly what happened next.
The investigation is ongoing.
