VIRGINIA BEACH, Va. (WAVY) – Those who have driven along Elbow Road might have seen a lot of changes throughout the past few months.
The multi-phase project, which broke ground in September of 2024, aims to enhance safety and traffic flow along Elbow Road, between Salem Road and Indian River Road. As part of the project, the two-lane road will be expanded to a four-lane divided roadway, and will include a median, eight-foot sidewalk, dedicated bike lanes, LED streetlights and noise barriers in certain areas.


In addition, city officials said over 300 trees will be planted, as well as shrubs, groundcover and grasses.
Some of the latest milestones, as of Feb. 12, include erosion and sediment controls, new roadway bridge over North Landing River fully cleared and a stone causeway construction for bridge access finally underway.
During the construction, which is expected to be completed by 2028, traffic controls will be in the area to help direct traffic.
